Letting agents and landlords were encouraged to hear Gavin Barwell stating that the government had \u201cchanged its tone\u201d towards people renting homes rather than buying.<\/p>\n<p>There was a clear sign that the government acknowledges that an increased focus is required on the Private Rented Sector (PRS) and that this type of housing tenure is now viewed as an essential contribution to the living choices of the nation.<\/p>\n<p>The Association of Residential Letting Agents (ARLA) welcomed the fact that the government is finally recognising that many people choose to rent. Managing Director of ARLA, David Cox explained: \u201cIt is important that we have a housing market that works for everyone, not just for those who own their own property.\u201d<\/p>\n<h4><strong>Necessity for large institutions to invest in the PRS<\/strong><\/h4>\n<p>The white paper shows that the government has laid strong emphasis on the requirement for new rental homes to be built and the necessity for large institutions to invest in the PRS to generate a substantial increase in rental supply.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/is-the-housing-white-paper-black-and-white-for-the-prs\/newspapers\/\" rel=\"attachment wp-att-7274\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7274\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers.jpg\" alt=\"\" width=\"1920\" height=\"1272\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers.jpg 1920w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers-700x464.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers-1100x729.jpg 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers-400x265.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers-768x509.jpg 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/02\/newspapers-1536x1018.jpg 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/a><\/p>\n<p>In fact, as far back as 2013, the government introduced an initiative comprising of \u00a31bn for the purpose of 10,000 homes to be specifically built for the rental sector.<\/p>\n<p>More recently major players such as Legal and General, M&amp;G Investments and even international investors such as APG (a Dutch pension asset manager) have all invested heavily in purpose built housing for the PRS.<\/p>\n<h4><strong>Rental Income Guarantee Scheme<\/strong><\/h4>\n<p>At present, the Scottish Government is developing a scheme to entice large investors into the PRS.\u00a0 The Rental Income Guarantee Scheme (RIGS) is designed to lessen risk for investors and reimburse them for any initial deficit in rent, if yields have not matched planned projections.<\/p>\n<p>Previous Social Justice Secretary Alex Neil stated: \u201cThis scheme is designed to give investors greater confidence during the early stages of letting and managing the homes, encouraging early movers in this emerging market to bring developments to fruition at a time when they are needed most.\u201d<\/p>\n<p>The Build to Rent Private Sector Champion, Gerry More further explained: \u201cThe Rental Income Guarantee Scheme is a targeted and relatively short-term support mechanism to help kick-start institutional investment and to secure the rapid and volume delivery of high quality additional new housing. In doing so, it will boost flexibility, choice and affordability in the housing market.\u201d<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/mobile\/\" target=\"_blank\" rel=\"attachment noopener wp-att-2791\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2791\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png\" alt=\"latest-apps\" width=\"618\" height=\"85\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png 618w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps-400x55.png 400w\" sizes=\"auto, (max-width: 618px) 100vw, 618px\" \/><\/a><\/p>\n<p>It is good to see that the sector is receiving much needed encouragement and support.\u00a0 However, certain organisations have showed concern for the private landlord within the sector.<\/p>\n<p>David Cox pointed out that the emphasis on institutional investment should \u201cnot be at the expense of small landlords\u201d who form a large portion of the PRS. He stated further: \u201cExperience has shown that, even in countries where institutional investment in the PRS has been encouraged, it still only makes up a small part of the sector.\u201d<\/p>\n<p>The Residential Landlords Association (RLA) has also discussed support for the smaller investor. Alan Ward, Chairman of RLA explained: \u201cWhilst we welcome efforts to boost the supply of new <a href=\"https:\/\/www.citylets.co.uk\/\">homes to rent<\/a>, this will not be achieved through a single minded focus on corporate investment.\u201d<\/p>\n<p><strong>Role of the private landlord still crucial<\/strong><\/p>\n<p>Ward believes the role of the <a href=\"https:\/\/www.citylets.co.uk\/landlord-services\/\">private landlord<\/a> is crucial and stated: \u201cAny plan for the rental sector that does not provide equal support and encouragement for the vast majority of individuals making up the county\u2019s landlord population is doomed to failure.\u201d<\/p>\n<p>The RLA chairman would like to see private landlords receiving support to aid their further investment in the sector and increasing much needed rental homes.<\/p>\n<p>Ward recommended: \u201cInstead the government should look again at the tax rises imposed by the previous chancellor on landlords which will only act as a disincentive for the hundreds of thousands of smaller landlords to get more properties on the <a href=\"https:\/\/www.citylets.co.uk\/blog\/seasonal-market-cools-as-citylets-report-hits-40\/\">rental market<\/a>.\u201d<\/p>\n<p>Supporting this view, ARLA\u2019s Cox stated: \u201cSmall landlords are vital to the health of our rental sector.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tuesday 7th February saw the housing white paper being published.
