{"id":3629,"date":"2018-05-03T09:46:13","date_gmt":"2018-05-03T09:46:13","guid":{"rendered":"https:\/\/www.citylets.co.uk\/blog\/?p=3629"},"modified":"2023-02-21T15:49:26","modified_gmt":"2023-02-21T15:49:26","slug":"proposals-for-change-to-landlord-registration","status":"publish","type":"post","link":"https:\/\/www.citylets.co.uk\/blog\/proposals-for-change-to-landlord-registration\/","title":{"rendered":"Proposals for Change to Landlord Registration"},"content":{"rendered":"<p>A consultation regarding changes to the landlord registration scheme was announced last month by the Scottish Government.<\/p>\n<p>Landlord registration became compulsory in 2004 with the aim to improve standards in the private rented sector in Scotland.<\/p>\n<p>Kevin Stewart, Housing Minister for Scotland, explained that the current system needs to be more vigorous to ensure landlords are fully aware of all the required regulations and that they adhere to these.<\/p>\n<p>Within the present structure, landlords declare that they meet the legal requirements for renting properties, however, evidence indicates it is \u201cnot enough to ensure that they do understand and comply with their responsibilities.\u201d<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/proposals-for-change-to-landlord-registration\/feedback-2\/\" rel=\"attachment wp-att-7638\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7638\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback.jpg\" alt=\"\" width=\"1920\" height=\"1275\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback.jpg 1920w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback-700x465.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback-1100x730.jpg 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback-400x266.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback-768x510.jpg 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/feedback-1536x1020.jpg 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/a><\/p>\n<p><strong>Scottish Government\u2019s aims<\/strong><\/p>\n<p>Stewart explained that the Scottish Government wish to strengthen and improve the current system to guarantee that privately rented homes are of a good standard and proficiently managed. With this being the main aim of the consultation, the MSP stated that responses \u201cwill help to shape changes to the application process that will require landlords to demonstrate that they meet their legal responsibilities. They will also inform amendments to the way that fees are being charged so that local authorities have enough resources to make informed decisions about who can be approved to operate as a landlord.\u201d<\/p>\n<p>Therefore it is proposed within the consultation that any landlord applying\/renewing registration or adding a property will be asked for further evidence that they have adhered to their legal duties. This will help with issues where landlords have been unaware of certain obligations, possibly due to recent legal changes rather than a conscious choice to avoid certain responsibilities. The Scottish Government are also hoping that it will instil more confidence in the credibility of registered landlords.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/landlord-services\/\" rel=\"attachment wp-att-3682\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-3682\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner.png\" alt=\"landlords-banner\" width=\"725\" height=\"110\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner.png 725w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner-400x61.png 400w\" sizes=\"auto, (max-width: 725px) 100vw, 725px\" \/><\/a><\/p>\n<p><strong>The main proposed changes<\/strong><\/p>\n<ul>\n<li>Landlords will have to confirm or show that they have specific certificates<\/li>\n<li>Landlords who have completed appropriate training or members of accreditation may receive discounts<\/li>\n<li>Registration fee increase from \u00a355 to \u00a370<\/li>\n<li>Fee per property from \u00a311 to \u00a314<\/li>\n<li>Removal of the following: 100% joint owner discount, 10% discount for online application, 50% multiple area discount<\/li>\n<li>Small fee for updating changes to the register<\/li>\n<\/ul>\n<p>Justifying the increases, Kevin Stewart stated: \u201cLandlord registration application fees have not increased since 2006, and so they do not reflect the additional work or increased costs to local authorities of administering <a href=\"https:\/\/www.citylets.co.uk\/blog\/new-improved-landlord-registration-system-now-live\/\">landlord registration<\/a> with an expanding private rented sector.
