{"id":4867,"date":"2020-02-14T08:55:05","date_gmt":"2020-02-14T08:55:05","guid":{"rendered":"https:\/\/www.citylets.co.uk\/blog\/?p=4867"},"modified":"2020-02-14T08:55:06","modified_gmt":"2020-02-14T08:55:06","slug":"new-deadline-for-minimum-epc-standards","status":"publish","type":"post","link":"https:\/\/www.citylets.co.uk\/blog\/new-deadline-for-minimum-epc-standards\/","title":{"rendered":"New Deadline for Minimum EPC Standards"},"content":{"rendered":"<p>The introduction of new Energy Performance Certificate (EPC) standards in the Scottish Private Rented Sector (PRS) has been delayed until 1<sup>st<\/sup> October 2020.<\/p>\n<p>The new regulations aiming to help landlords reduce energy bills and tackle the climate emergency, were originally set to be implemented on 1<sup>st<\/sup> April 2020. However, due to delays in finalising the legislation, the Scottish Government has now postponed the deadline, so that landlords can ensure their properties are compliant in time for the revised timetable.<\/p>\n<h4><strong>New Minimum EPC standards<\/strong><\/h4>\n<p>Under proposed new rules, private rented properties in Scotland will need to achieve at least:<\/p>\n<ul>\n<li>EPC rating of E at change of tenancy from 1<sup>st<\/sup> October 2020<\/li>\n<li>All rental properties must have an EPC rating of E by 31<sup>st<\/sup> March 2022<\/li>\n<li>EPC rating of D at change of tenancy from 1<sup>st<\/sup> April 2022<\/li>\n<li>All rental properties must have an EPC rating of D by 31<sup>st<\/sup> March 2025<\/li>\n<\/ul>\n<h4><strong><a href=\"https:\/\/www.citylets.co.uk\/blog\/new-deadline-for-minimum-epc-standards\/energy-efficiency-rating\/\" rel=\"attachment wp-att-4869\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4869\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating.png\" alt=\"\" width=\"714\" height=\"401\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating.png 1280w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating-700x393.png 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating-1100x618.png 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating-400x225.png 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/energy-efficiency-rating-768x431.png 768w\" sizes=\"auto, (max-width: 714px) 100vw, 714px\" \/><\/a>Proposed exemptions<\/strong><\/h4>\n<p>There are some exemptions from meeting the relevant minimum EPC standards, to name but a few, where:<\/p>\n<ul>\n<li>Carrying out improvements is not technically feasible<\/li>\n<li>Tenants\/third parties refuse consent for work or access<\/li>\n<li>Relevant improvements would affect the listing or conservation status of the property<\/li>\n<li>Cost of improvements to achieve EPC E exceeds \u00a35000 for new lets from 1<sup>st<\/sup> April 2020 and for all PRS properties by 31<sup>st<\/sup> March 2022, and additional \u00a35000 to achieve EPC D for new tenancies from 1<sup>st<\/sup> April 2022 and for all PRS properties by 31<sup>st<\/sup> March 2025<\/li>\n<\/ul>\n<p>It is intended that landlords will only have to carry out EPC related improvements where the cost of purchasing and installing can be financed by a grant or loan from Scottish Ministers.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/landlord-services\/\" rel=\"attachment wp-att-3682\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-3682\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner.png\" alt=\"landlords-banner\" width=\"725\" height=\"110\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner.png 725w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2018\/05\/landlords-banner-400x61.png 400w\" sizes=\"auto, (max-width: 725px) 100vw, 725px\" \/><\/a><\/p>\n<p>Failure to comply with the new minimum EPC requirements, or providing false\/misleading information on exemptions, can result in landlord fines of up to \u00a35000.<\/p>\n<p>Welcoming the news, John Blackwood, Chief Executive of the <a href=\"https:\/\/scottishlandlords.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Scottish Association of Landlords<\/a>\u00a0(SAL), said: \u201cPrivately rented properties in Scotland are often held to much higher standards than other types of housing so it is important that any new measures are proportional and realistic.<\/p>\n<p>\u201cThe change in the timetable for landlords to improve energy efficiency standards is a sensible one, and we are also very keen to see the correct level of support for landlords to achieve these challenging goals.<\/p>\n<p>\u201cIt is only proper that tenants in Scotland have the reassurance of knowing that their properties are energy efficient, their bills are reduced and that their landlord is helping to tackle the climate emergency.
