{"id":60225,"date":"2025-12-18T12:38:52","date_gmt":"2025-12-18T12:38:52","guid":{"rendered":"https:\/\/www.citylets.co.uk\/blog\/?p=60225"},"modified":"2025-12-18T12:38:52","modified_gmt":"2025-12-18T12:38:52","slug":"businesses-need-certainty-following-scottish-governments-decision-to-drop-heat-in-buildings-bill-propertymark","status":"publish","type":"post","link":"https:\/\/www.citylets.co.uk\/blog\/businesses-need-certainty-following-scottish-governments-decision-to-drop-heat-in-buildings-bill-propertymark\/","title":{"rendered":"Businesses Need Certainty Following Scottish Government\u2019s Decision to Drop Heat in Buildings Bill &#8211; Propertymark\u00a0"},"content":{"rendered":"<p>Propertymark has\u00a0called on the Scottish Government to provide businesses with more certainty following their decision to drop the\u00a0<a href=\"https:\/\/www.propertymark.co.uk\/resource\/ambitious-proposals-to-switch-a-nation-to-clean-heating.html\">Heat in Buildings Bill<\/a>\u00a0for the second time this year.<\/p>\n<p>This policy\u00a0has been delayed until the outcome\u00a0of\u00a0next year\u2019s elections for the Scottish Parliament has been decided.<\/p>\n<p>In September 2023,\u00a0when the Programme for Government was announced, the then Zero Carbon Buildings Minister, Patrick Harvie, MSP, said that if the Bill is approved by the Scottish Government, then regulations would begin in 2028.<\/p>\n<p>Many of the Bill\u2019s provisions include a 2028 deadline for private rented homes to meet a minimum energy efficiency standard, for owner-occupied properties to hit the same minimum energy efficiency standard by the end of 2033, and that polluting heating in every home and non-domestic building must end by 2045.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/businesses-need-certainty-following-scottish-governments-decision-to-drop-heat-in-buildings-bill-propertymark\/propertymark-dec-25\/\" rel=\"attachment wp-att-60226\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-60226\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2025\/12\/Propertymark-Dec-25.jpg\" alt=\"\" width=\"429\" height=\"242\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2025\/12\/Propertymark-Dec-25.jpg 429w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2025\/12\/Propertymark-Dec-25-400x226.jpg 400w\" sizes=\"auto, (max-width: 429px) 100vw, 429px\" \/><\/a><\/p>\n<h2>Propertymark\u2019s Concerns and Consultation Feedback<\/h2>\n<p>Propertymark issued a thorough reply to the consultation on the Bill\u00a0<a href=\"https:\/\/www.propertymark.co.uk\/resource\/pathway-to-clean-heat-in-buildings-charted.html\">in March 2024<\/a>. Although the property professional body supports the\u00a0outcome\u00a0of achieving net-zero emissions, many concerns were also raised such as the overwhelming costs for property owners and landlords without grants and other financial incentives, the overly ambitious timeline for implementing energy efficiency standards, and the distinct challenges for rural and island communities without\u00a0tailored solutions.<\/p>\n<p>The Bill was scrapped earlier in 2025 because of worries that the legislation would cause fuel poverty to surge.<\/p>\n<p>Thanks to feedback from Propertymark and other stakeholders,\u00a0Acting Net Zero and Energy Minister Gillian Martin, MSP,\u00a0recognised that many of the provisions could have substantial financial consequences for homeowners and businesses.<\/p>\n<p>Martin\u00a0stated\u00a0that a revised Bill would be introduced in 2025, which includes a goal for decarbonising heating systems by 2045, measures to boost heat network development to serve big, non-domestic properties, and powers to issue minimum energy efficiency standards for owner-occupier and non-domestic homes.<\/p>\n<p>Because the Bill has been dropped before the 2026 election for the Scottish Parliament, Propertymark warned that the 2028 deadline could be subject to the outcome of the vote, which could provide businesses with more uncertainty and make it difficult for them to meet the 2028 target without clarity along the way.<\/p>\n<p>Propertymark supports the drive to slash carbon emissions from buildings and homes, but the Scottish Government\u2019s choice to drop the Heat in Buildings Bill a second time does not provide\u00a0building owners, businesses, homeowners, and landlords with that certainty as to what the final deadline should be for them to meet the minimum energy efficiency standards set by the Scottish Government, especially in the context of an upcoming election where the outcome has not yet been decided. Both current and future Scottish governments will struggle to meet their net zero targets without answers to certain questions like how much landlords and homeowners will need to invest in their properties, or how much financial\u00a0assistance\u00a0they will need.<\/p>\n<p><a href=\"https:\/\/www.propertymark.co.uk\/\" rel=\"attachment wp-att-9626\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9626\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2024\/11\/propertmark.png\" alt=\"\" width=\"203\" height=\"51\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Propertymark has\u00a0called on the Scottish Government to provide businesses with more certainty following their decision to drop the\u00a0Heat in Buildings Bill\u00a0for the second time this year.
