{"id":6073,"date":"2021-12-21T09:42:26","date_gmt":"2021-12-21T09:42:26","guid":{"rendered":"https:\/\/www.citylets.co.uk\/blog\/?p=6073"},"modified":"2022-01-07T11:18:38","modified_gmt":"2022-01-07T11:18:38","slug":"consultation-on-new-deal-for-tenants-opens-to-public","status":"publish","type":"post","link":"https:\/\/www.citylets.co.uk\/blog\/consultation-on-new-deal-for-tenants-opens-to-public\/","title":{"rendered":"Consultation on New Deal for Tenants Opens to Public"},"content":{"rendered":"<p>The Scottish Government has published a consultation paper on a new deal for tenants which aims to deliver stronger tenants\u2019 rights, greater protection against eviction and access to higher quality, more affordable and greener housing.<\/p>\n<p>The new policies, outlined in the Draft Rented Sector Strategy, are intended to help shape a fairer rented sector that meets the needs of tenants and welcomes responsible landlords.<\/p>\n<h4><strong>Focal points of the Draft Rented Sector Strategy<\/strong><\/h4>\n<p>The proposals, which form part of the <a href=\"https:\/\/www.citylets.co.uk\/blog\/lets-talk-with-daryl-mcintosh\/\" target=\"_blank\" rel=\"noopener noreferrer\">Housing to 2040 strategy<\/a> published in March 2021, include:<\/p>\n<ul>\n<li>increasing penalties for illegal evictions and stronger enforcement<\/li>\n<li>restricting evictions during winter<\/li>\n<li>giving tenants greater flexibility to personalise their homes and keep pets<\/li>\n<li>developing a national system of rent controls for the private rented sector<\/li>\n<li>introducing a new Housing Standard, applicable to all homes<\/li>\n<li>introducing a private rented sector regulator to uphold these standards and ensure the system is fair for both landlords and tenants<\/li>\n<li>setting minimum standards for energy efficiency to make homes cheaper to heat while contributing to Scotland\u2019s climate change targets<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/consultation-on-new-deal-for-tenants-opens-to-public\/edinburgh-city\/\" rel=\"attachment wp-att-6075\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-6075\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city.jpg\" alt=\"\" width=\"1400\" height=\"785\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city.jpg 1920w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city-700x393.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city-1100x617.jpg 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city-400x224.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city-768x431.jpg 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/01\/edinburgh-city-1536x862.jpg 1536w\" sizes=\"auto, (max-width: 1400px) 100vw, 1400px\" \/><\/a><\/p>\n<p>Tenants\u2019 Rights Minister, Patrick Harvie, said: \u201cNow is the time to do more for people who rent their homes, whether they are renting privately, from the council or from a housing association. Delivering a <a href=\"https:\/\/www.citylets.co.uk\/blog\/new-deal-for-tenants-goes-much-further-than-rent-controls\/\" target=\"_blank\" rel=\"noopener noreferrer\">new deal for tenants<\/a> is central to our ambitions for a fairer Scotland, tackling child poverty and meeting climate change targets.\u201d<\/p>\n<p>He added: \u201cAbove all else it will significantly improve the lives of Scotland\u2019s tenants, giving them more stability, more choice over where they live and how they decorate their homes, and the confidence that their home will be of a high quality. At the same time it will recognise the interests of good quality, responsible landlords.<\/p>\n<p>\u201cWe will be working in partnership with landlords, letting agents, tenants and others to deliver this strategy, and we want to gather the broadest range of views. I would encourage anyone with an interest to respond to our consultation.\u201d<\/p>\n<h4><strong>Potential unintended consequences of the new proposals<\/strong><\/h4>\n<p>However, the plans announced by the Scottish Government could have \u2018detrimental\u2019 impact on the Scottish private rented sector, according to Propertymark.<\/p>\n<p>Daryl McIntosh, Policy and Campaigns Manager for ARLA Propertymark Scotland, commented: \u201cWhilst we support the right to an adequate home and the Scottish Government\u2019s commitment to elevate standards and quality in the private rented sector, we fear the policies outlined in the Draft Rented Sector Strategy will have unintended consequences and ultimately be detrimental to tenants unless there is a balance with landlords\u2019 rights.\u201d<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/mobile\/\" target=\"_blank\" rel=\"attachment noopener wp-att-2791 noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2791\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png\" alt=\"latest-apps\" width=\"618\" height=\"85\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png 618w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps-400x55.png 400w\" sizes=\"auto, (max-width: 618px) 100vw, 618px\" \/><\/a><\/p>\n<p>He continued: \u201cWe have real concerns that the proposed system of rent controls will undermine the viability of the private rented sector and do nothing to tackle the perceived affordability issues, while further regulatory burdens will inevitably continue to force landlords to exit the market.<\/p>\n<p>\u201cIf the Scottish Government wants to ensure a healthy supply of good quality, affordable and secure homes, it must recognise the value and significance of the private rented sector and actively encourage more investors to provide homes. Only by increasing and sustaining investment in the sector can it achieve its aims, and the Strategy as drafted falls far short of providing the certainties and incentives that are needed.\u201d<\/p>\n<p>The <a href=\"\/Users\/kasia\/AppData\/Local\/Temp\/new-deal-tenants-draft-strategy-consultation-paper.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">public consultation<\/a> closes on 15<sup>th<\/sup> April 2022 and its results will help in finalising the Rented Sector Strategy document (due to be published in 2022), with elements of the proposals put to the Scottish Parliament in a Housing Bill in 2023.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Scottish Government has published a consultation paper on a new deal for tenants which aims to deliver stronger tenants\u2019 rights, greater protection against eviction and access to higher quality, more affordable and greener housing.
