{"id":62937,"date":"2026-01-07T09:21:01","date_gmt":"2026-01-07T09:21:01","guid":{"rendered":"https:\/\/www.citylets.co.uk\/blog\/?p=62937"},"modified":"2026-01-07T09:21:03","modified_gmt":"2026-01-07T09:21:03","slug":"scotland-risks-missing-housing-targets-without-urgent-action-on-supply-propertymark-warns","status":"publish","type":"post","link":"https:\/\/www.citylets.co.uk\/blog\/scotland-risks-missing-housing-targets-without-urgent-action-on-supply-propertymark-warns\/","title":{"rendered":"Scotland Risks Missing Housing Targets without Urgent Action on Supply, Propertymark Warns\u00a0\u00a0"},"content":{"rendered":"<p>Ahead of the Scottish Budget on 13 January 2026, Propertymark has recommended that the Scottish Government should\u00a0prioritise boosting housing supply,\u00a0stating\u00a0that\u00a0failing to act\u00a0now risks deepening Scotland\u2019s already critical housing shortage.<\/p>\n<p>The Scottish Government\u00a0has committed to building 110,000 homes by 2032, yet the\u00a0<a href=\"https:\/\/www.gov.scot\/publications\/quarterly-housing-statistics-december-2025\/pages\/private-sector-led-new-housebuilding\/\">latest Housing Quarterly Statistics<\/a>\u00a0to the end of\u00a0September\u00a02025\u00a0shows a slow-down in building.\u00a0There were 14,225 private sector led housing completions and 11,815\u00a0properties\u00a0started. Private sector led new build completions and starts have decreased by 5 per cent\u00a0and 3.2 per cent respectively in the year to the end of September 2025 in contrast to the prior year to the end of September.<\/p>\n<p>Excluding 2020, what was built by private sector providers was the lowest since the year ending September 2018, and starts were the lowest since the year ending September 2013.<\/p>\n<p>These declining figures, combined with multiple Scottish councils declaring housing emergencies\u00a0and a temporary accommodation crisis,\u00a0demonstrate\u00a0a picture of worsening supply at a time of rising need.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/scotland-risks-missing-housing-targets-without-urgent-action-on-supply-propertymark-warns\/propertymark-image-jan-26\/\" rel=\"attachment wp-att-62939\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-62939\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2026\/01\/Propertymark-Image-Jan-26.jpg\" alt=\"\" width=\"783\" height=\"440\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2026\/01\/Propertymark-Image-Jan-26.jpg 783w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2026\/01\/Propertymark-Image-Jan-26-700x393.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2026\/01\/Propertymark-Image-Jan-26-400x225.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2026\/01\/Propertymark-Image-Jan-26-768x432.jpg 768w\" sizes=\"auto, (max-width: 783px) 100vw, 783px\" \/><\/a><\/p>\n<h2>Tax policy risks deepening the crisis<\/h2>\n<p>Propertymark highlighted that any move to increase the Additional Dwelling Supplement (ADS), the surcharge applied to\u00a0purchases of\u00a0additional\u00a0property, including a second home or a rental property, Land and Buildings Transaction Tax (LBTT) could further discourage investment in rental\u00a0housing\u00a0and contribute to pushing rents up for many tenants.<\/p>\n<p>ADS has risen repeatedly in recent years, from 3% in 2016 to 8% today. Propertymark argues this trajectory discourages small and mid-sized landlords from investing in long-term rentals, reducing\u00a0available homes\u00a0in the sector\u00a0and may lead to rising rents.<\/p>\n<p>Scottish Finance Secretary Shona Robison, MSP, has pledged not to lift income tax in the upcoming Budget, but suggested those \u201cwith the broadest shoulders\u201d may face higher taxes, prompting concerns that landlords could again be targeted via\u00a0an increase in\u00a0property surcharges.<\/p>\n<h2>Scottish Government\u2019s own taskforce points to tax reform<\/h2>\n<p><a href=\"https:\/\/www.gov.scot\/publications\/housing-investment-taskforce-report\/pages\/6\/\">The Scottish Government\u2019s Housing Investment Taskforce Report<\/a>, published in June 2025,\u00a0identified\u00a0two key pathways to accelerate house building:<\/p>\n<ol>\n<li>A planning system that genuinely enables more homes to be delivered, and<\/li>\n<li>A comprehensive review of how taxation can support housing investment.<\/li>\n<\/ol>\n<p>Propertymark says this review must happen as a priority, as any slow or partial approach may risk creating an unequal landscape where large institutional investors\u00a0benefit\u00a0from tailored reliefs while smaller landlords face increasing financial pressure.<\/p>\n<p>In August, Ministers launched a consultation on aligning Land and Buildings Transaction Tax reliefs for investor schemes with those in England and Northern Ireland. <a href=\"https:\/\/www.propertymark.co.uk\/resource\/reforms-must-go-further-to-attract-long-term-landlord-investment.html\">Propertymark welcomed the move<\/a> but stressed the need for equivalent support for individual landlords to ensure a balanced, sustainable property market.<\/p>\n<h2>Propertymark: rising costs are pushing rents higher<\/h2>\n<p>Timothy Douglas, Head of Policy and Campaigns at Propertymark, said:<\/p>\n<p>\u201cPropertymark has consistently highlighted the damaging cumulative impact of rising costs and property tax surcharges on Scotland\u2019s private rented sector.
