Until the legislation changes and innovative building management platforms are more widely used, this is unfortunately likely to continue. Here, we try to deal with one of the key pain points associated with getting work over the line: understanding who does what, and how you can be helped.<\/p>\n<h4><strong>The council<\/strong><\/h4>\n<p>They do two key things: advise and enforce.<\/p>\n<p>All Scottish councils have to have a \u201c<a href=\"https:\/\/scotland.shelter.org.uk\/housing_advice\/repairs\/help_to_pay_for_repairs_improvements_and_adaptations\/the_new_scheme_of_assistance_to_help_pay_for_repair_work\" target=\"_blank\" rel=\"noopener\">scheme of assistance<\/a>\u201d. In other words, they provide some services (they decide which ones) to help people carry out work on buildings.<\/p>\n<p>Each council has a different \u201cscheme of assistance\u201d. What you get in Edinburgh can be different from what you get in the Highlands.<\/p>\n<p>To know what the \u201cscheme of assistance\u201d is like in your council, Google \u201cscheme of assistance\u201d and the name of your council.<\/p>\n<p>Sometimes, they can help ensure you\u2019re not out-of-pocket covering someone else\u2019s share of works.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/levelling-the-playing-field-crackdown-on-short-term-lets\/edinburgh-victoria-street\/\" rel=\"attachment wp-att-4843\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4843\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street.jpg\" alt=\"\" width=\"1920\" height=\"1271\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street.jpg 1920w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street-700x463.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street-1100x728.jpg 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street-400x265.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street-768x508.jpg 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2020\/01\/edinburgh-victoria-street-1536x1017.jpg 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/a><\/p>\n<p>As part of the \u201cscheme of assistance\u201d, some councils offer a \u201c<a href=\"https:\/\/underoneroof.scot\/articles\/1036\/Inform_owners_and_make_decisions\/Missing_Shares\" target=\"_blank\" rel=\"noopener\">missing share<\/a>\u201d scheme. This is a means for them to front the share of an owner who is not paying up. They will then recoup this money from the recalcitrant owner themselves (and charge them a premium).<\/p>\n<p>To get a \u201cmissing share\u201d paid, you should be following a procedure, otherwise the council won\u2019t be able to pay.<\/p>\n<h4><strong>Under One Roof<\/strong><\/h4>\n<p>Under One Roof is a charity dedicated to assisting people with managing buildings in co-ownership in Scotland. It was created by Annie Flint, one of the country\u2019s foremost experts on the subject, and John Gilbert, a well-known (now retired) architect (the company that bears his name is still active).<\/p>\n<p>Since 2021, the charity is now run by a new management team.<\/p>\n<p>Under One Roof is mainly funded by donations from councils, some associations, some property factors and the Scottish Government.<\/p>\n<h4><strong>The owner\u2019s association<\/strong><\/h4>\n<p>Your building may or may not have an owner\u2019s association: a formal grouping of owners for managing the building. This is not mandatory in Scottish tenements (yet), but recommended. If you don\u2019t know if there is one, knock on doors and ask around.<\/p>\n<h4><strong>\u201cTrusted Traders\u201d, \u201cReference Line\u201d, \u201cBuy with Confidence\u201d, etc.<\/strong><\/h4>\n<p>These are all businesses which partner with councils. They create, control and maintain listings of traders which have been vetted by Trading Standards, which is a council service whose goal is to \u201cprotect consumers from illegal trading practices and support the business community to comply with consumer protection legislation.\u201d<\/p>\n<p>Traders pay to be listed on these schemes. Before being accepted, these schemes check them: Do they have appropriate insurance? Are they VAT registered? Do they follow health and safety regulations? Do they have a criminal record? Etc.<\/p>\n<p>In return, these schemes provide traders with more credibility on the marketplace.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/common-repairs-in-scottish-tenements\/edinburgh-trusted-traders-novoville\/\" rel=\"attachment wp-att-6862\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-6862\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/edinburgh-trusted-traders-novoville.png\" alt=\"\" width=\"205\" height=\"246\" \/><\/a><\/p>\n<p>Does this mean that all traders on these lists are perfect? No, however, these schemes do offer some extra level of confidence and often offer a dispute resolution mechanism which you can rely on in case of a conflict with your builder.<\/p>\n<p>It doesn\u2019t mean that traders which aren\u2019t on those lists are bad. It means you are relying on your judgement only to assess if your builder is suitable and reputable.<\/p>\n<h4><strong>Surveyors, quantity surveyors, structural engineers, architects<\/strong><\/h4>\n<p>They are building experts. They don\u2019t build the building itself, but they do the analysis, drawings, plans and can project manage building works. When works are vague or complex, they should be called in first to see what the correct course of action.<\/p>\n<p><strong>Surveyors<\/strong> will analyse a property, or a problem, can provide you with a remediation plan and manage builders on site. Surveys typically cost a fee per stair or per flat. When surveyors oversee works, project management fees are typically a proportion of the work\u2019s cost.<\/p>\n<p>Typical question they answer: what\u2019s wrong with my building?<\/p>\n<p><strong>Quantity surveyors<\/strong> can give you specific information about materials and costs, they are experts at pricing works.<\/p>\n<p>Typical question they answer: how much will this work cost exactly?<\/p>\n<p><strong>Structural engineers<\/strong> are experts on the soundness and safety of a building. They typically deal with heavier types of work.<\/p>\n<p>Typical question they answer: is my building safe to live in?<\/p>\n<p><strong>Architects<\/strong> design or refurbish properties. They will provide you with plans which you can then get costed and built. In certain parts of <a href=\"https:\/\/www.citylets.co.uk\/flats-rent-edinburgh\/\" target=\"_blank\" rel=\"noopener\">Edinburgh<\/a>, they need to be \u201cconservation accredited\u201d in order to work on certain protected buildings. Typical question they answer: how can you take your existing home to a higher level of energy efficiency?<\/p>\n<p><strong>Property factors<\/strong>\u00a0are tasked with looking after the condition of property and arranging for repairs and maintenance. They can typically arrange for cleaning and garden maintenance, fix small repairs automatically (up to a certain threshold) and sometimes lead on organising larger repairs (providing owners respond to their queries).<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/mobile\/\" target=\"_blank\" rel=\"attachment noopener wp-att-2791\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2791\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png\" alt=\"latest-apps\" width=\"618\" height=\"85\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png 618w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps-400x55.png 400w\" sizes=\"auto, (max-width: 618px) 100vw, 618px\" \/><\/a><\/p>\n<p>They are not responsible for any social aspect to living in a tenement, for instance, if the behaviour of some is anti-social.<\/p>\n<p>Property factors are more or less mandatory in <a href=\"https:\/\/www.citylets.co.uk\/flats-rent-glasgow\/\" target=\"_blank\" rel=\"noopener\">Glasgow<\/a>, not in Edinburgh. Between a half and two-thirds of flats in Scotland use property factors.<\/p>\n<p>Factors have to abide by a code of conduct and provide owners with a clear statement of services. They are usually paid monthly or yearly, and charge a subscription (service) fee.<\/p>\n<p>Confusingly, property factors are also sometimes called \u201cproperty managers\u201d, which is also how many letting agencies call themselves. Some letting agencies are also factors. Confusing indeed.<\/p>\n<p><strong>Property managers<\/strong>\u00a0are the people who manage property lettings on behalf of landlords who don\u2019t do it themselves.<\/p>\n<p>They are paid by the landlord of the property they manage and have a service agreement with them detailing what work they do for them. This could or could not include common repairs (often, it does).<\/p>\n<p>If you are a tenant and rent from a <a href=\"https:\/\/www.citylets.co.uk\/letting-agents\/\" target=\"_blank\" rel=\"noopener\">letting agent<\/a>, you should contact them about the repair first, even if your building has a factor.<\/p>\n<p>Check your letting agent\u2019s website &#8211; many have a dedicated repair-reporting system. They may then get back to you to tell you when someone will come in and inspect the issue. But if you\u2019re a tenant, you\u2019re off the hook: organisation and payment is organised by property managers and the landlords they work for.<\/p>\n<h4><strong>Novoville Shared Repairs<\/strong><\/h4>\n<p>Novoville are a private business dedicated to helping homeowners self-factor i.e. manage repairs and maintenance themselves.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/common-repairs-in-scottish-tenements\/mockup1-novoville\/\" rel=\"attachment wp-att-6859\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6859\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville.png\" alt=\"\" width=\"460\" height=\"773\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville.png 1481w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-416x700.png 416w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-654x1100.png 654w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-238x400.png 238w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-768x1292.png 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-913x1536.png 913w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2022\/09\/mockup1-Novoville-1218x2048.png 1218w\" sizes=\"auto, (max-width: 460px) 100vw, 460px\" \/><\/a>They were created during the CivTech program, a Scottish Government-backed technology accelerator, in collaboration with the City of Edinburgh Council. Both have given them seed funding to get started, but they do not provide them with ongoing financial support. Novoville work closely with their housing teams providing \u201cschemes of assistance\u201d and operate within council areas with their consent and support. They support Under One Roof with some capital expenses.<\/p>\n<p>Novoville partner with local Trusted Trader schemes wherever they are available to bring their members into <a href=\"https:\/\/sharedrepairs.novoville.com\/\" target=\"_blank\" rel=\"noopener\">the app<\/a> (their service is mobile-app based, with a web version coming soon). They are a member of the RICS Tech Partner program.<\/p>\n<p>Novoville charge a fee based on the cost of the repair.
