This will mean that councils and RSL\u2019s will be able to set their own rent levels from April. Social landlord representative bodies have therefore committed to keeping rent increases below inflation for the next financial year.<\/p>\n<p>Decisions regarding the rent freeze in\u00a0the private rented sector, which has also been impacted by the Act, as well as other <a href=\"https:\/\/www.citylets.co.uk\/blog\/the-cost-of-living-tenant-protection-scotland-act-2022\/\" target=\"_blank\" rel=\"noopener\">measures contained in the legislation<\/a>, are expected to be announced in the coming days.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/blog\/reversal-of-rent-freeze-in-scottish-social-housing\/flats-mobile_resized\/\" rel=\"attachment wp-att-7367\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7367\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized.jpg\" alt=\"\" width=\"2500\" height=\"1875\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized.jpg 2500w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-700x525.jpg 700w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-1100x825.jpg 1100w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-400x300.jpg 400w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-768x576.jpg 768w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-1536x1152.jpg 1536w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2023\/01\/flats-mobile_resized-2048x1536.jpg 2048w\" sizes=\"auto, (max-width: 2500px) 100vw, 2500px\" \/><\/a><\/p>\n<p>Tenants\u2019 Rights Minister, Patrick Harvie, said: \u201cWe have been clear since the introduction of our emergency legislation that we would work with the social rented sector to seek an agreed way forward as an alternative to the continuation of the rent cap in the social rented sector beyond March 2023. To support this we have been working with a range of social rented sector organisations including landlord representative bodies COSLA, the Scottish Federation of Housing Associations and Glasgow and West of Scotland Forum of Housing Associations.\u201d<\/p>\n<h4><strong>Pledge to support tenants through cost of living crisis<\/strong><\/h4>\n<p>As a result of this work, statements of intent have been issued, whereby COSLA confirmed local authorities will keep rent increases to an average of no more than \u00a35 a week in April 2023, whilst the Scottish Federation of Housing Associations (SFHA) and Glasgow West of Scotland Forum of Housing Associations (GWSF) pledged to work out (in consultation with tenants) a set of increases that will average 6.1%.<\/p>\n<p>\u201cThe statements of intent from the social rented sector, based on consultations with tenants, will keep rents affordable while allowing social landlords to continue investing in essential services such as home improvements and maintenance,\u201d said Mr Harvie.<\/p>\n<p><a href=\"https:\/\/www.citylets.co.uk\/mobile\/\" target=\"_blank\" rel=\"attachment noopener wp-att-2791\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2791\" src=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png\" alt=\"latest-apps\" width=\"618\" height=\"85\" srcset=\"https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps.png 618w, https:\/\/www.citylets.co.uk\/blog\/wp-content\/uploads\/2017\/05\/latest-apps-400x55.png 400w\" sizes=\"auto, (max-width: 618px) 100vw, 618px\" \/><\/a><\/p>\n<p>Chief Executive of SFHA, Sally Thomas, added: \u201cA rent freeze could have removed more than \u00a3200 million of investment from new and existing homes in the social housing sector, and any restriction would have resulted in reductions in vital support services, with little difference to individual tenants\u2019 incomes.<\/p>\n<p>\u201cWe are pleased that the Scottish Government has worked closely with the sector, to understand the evidence and avoid unintended consequences of this legislation, and to find a collaborative way forward.
